Minutes of Spring 2003 IRCC Meeting

The Spring Meeting was held in the Johnson county Law Enforcement
Building in Franklin, Indiana
The meeting was called to order at 2:00 PM by Chair Vicki Rudicel
(KB9OME).
A sign in sheet was passed and self introductions followed.
Roll Call:
A roll call was conducted via member list by the Secretary, WA0JTL
using the current member information on file. Corrections and additions
to the member list was requested. 10 clubs were represented at the meeting.
Moment of Silence :
A moment of silence was observed for Silent Keys and U.S. Troops overseas.
Approval of Minutes :
The minutes from the October 6, 2002 on hardcopy was presented for
approval. K9MCM moved to accept minutes as presented. The motion
passed by unanimous voice vote.
Officer’s Reports:
Vice Chair W8ISH;
No formal report, See Awards Committee Report.
Secretary WA0JTL;
The secretary requested updates on club information via application
forms.
Good response to 2003 dues request. 15 clubs to date have paid 2003
dues.
Treasurer K9DUR;
K9DUR reviewed financials. Copy on file.
Balance of $2091.66 as of April 6.
Motion made to accept the report. Motion passed by unanimous voice
vote.
K9DUR reported a new club, Crossroads of America Amateur Radio Ladies
Association, has been formed and joined the IRCC.
Committee Reports
Constitution
Copies of the proposed changes to the IRCC Constitution/Bylaws were
presented for review.
Per the current rules the presented changes were published and presented
at the October 6, 2002 meeting and tabled until the next meeting
(Spring 2003). Notice of the Constitution/Bylaw change vote was sent out
30 days prior to the April 6 meeting.
A vote on the changes was delayed until later in this meeting to allow
all to re-review the documents.
Bison Stampede
K9ZX provided a recap the 2002 Bison Stampede. Special event stations
operated by HCARES covered 3.5 through 432 MHz. QSL cards and
certificates were available to participants.
WVARA will sponsor the 2004 Bison Stampede and will move the event
from the Fall to the Spring of 2004 and run in conjunction with Indiana
QSO Party.
HCARES will run the 2003 Bison Stampede as a Special Event Station only.
Awards
W8ISH Thanked the Mid State Amateur Radio Club for their hospitality
today.
The 2002 A.O.Y. award was presented at the Ft. Wayne Hamfest to a standing
room only crowd.
The 2003 Tech. Excellence Award will be presented in July at the Indy
Hamfest in Sertoma Park which is near the Marion County Fairgrounds.
W8ISH will prepare a flyer for the 2003 Tech. Excellence and A.O.Y.
Awards.
New Business
Constitution/Bylaws
K9MCM made a motion to accept the Constitution and Bylaws as written.
K9RU seconded. Motion passed by unanimous voice vote.
Fall 2003 Meeting Location
Discussion: Newly adopted Constitution/Bylaws state meeting to occur
in October. October 5 was offered as a possible date but it was determine
that the Bedford Hamfest was also scheduled for October 5. The date settled
upon was October 11, 2003. WVARA offered to host the meeting in Terre Haute.
Old Business:
IRCC Goals
KB9OME reviewed the IRCC as presented at the Fall 2002 meeting.
1. Increase participation of member clubs
2. Increase membership in IRCC
3. Increase publicity of IRCC by visitation of other club meetings
by all IRCC members
4. Membership drive at the Ft. Wayne Hamfest
IRCC Member Certificates
WA0JTL requested feedback on the electronic IRCC membership certificates
sent to paid 2002 clubs. The response was positive and te electronic certificates
will continue in 2003.
IRCC Incorporation Status
K9DUR reported that the IRCC submission to the State was rejected.
Ray re-filed with a $90 check and it was rejected again because the fee
was now $120. Ray re-filed with the $90 check plus a $30 check which was
rejected again. The new fee was now $150.
A check of State records indicated the original IRCC filing was as “For
Profit” and not the “Not for Profit” that everyone believed. Ray posed
the question should IRCC change to “Not for Profit”?
After much discussion, K9MCM made a motion for IRCC to file for “Not
for Profit” status along with all needed filings. K9DUR seconded. Motion
passed by unanimous voice vote.
Announcements
K9RU announced that “HICKS” will sponsor the Indiana QSO Party.
KB9OME announced the Grant County Special Event – “Ham Sunday”
K0RU announced that DXCC can be checked at the Ft. Wayne Hamfest.
K9ZBM praised SGC N9KT for the marvelous job he did shepherding the
activities in support of SB109. However, if the bill does not make it out
of committee by April 8 the bill would most likely die.
K9ZBM passed on recommendations for ARRL appointees to take the ARRL
Emergency Communication Courses
SEC – take levels 1,2,3
IN Staff – take level 1
All IN ARES – take level 1
Currently coarse fees for levels 1,2 & 3 are being reimbursed.
K9ZBM announced that candidates for the IN Section PIO coordinator are
being sought.
Jim also suggested every club recruit a PIO ( Public Information Officer
).
K9ZBM briefly reported on the recent new SM Conference. A big topic
was the "Big Project" that will bring Ham Radio into school curriculums.
KB9OME announced that the IRCC Audit Committee needs volunteers. K9MCM,
K9ZX and KB9WRV volunteered. Likewise volunteers were needed for the Awards
Committee. AB9FC, KC9AOR and K9ZX volunteered.
Motion to Adjourn by K9MCM, Seconded by AB9FC. Motion passed
by unanimous voice vote.
