Minutes of Fall 2003 IRCC Meeting

The Fall Meeting was held in the Rose-Hulman Venture in Terre Haute,
Indiana.
Sponsored by WVARA club.
The meeting was called to order at 2:00 PM by Chair Vicki Rudicel (KB9OME).
A sign in sheet was passed and self introductions followed.
Roll Call:
A roll call was conducted via member list by the Secretary, WA0JTL using the current
member information on file. Corrections and additions to the member list was requested. 7
clubs were represented at the meeting.
Moment of Silence :
A moment of silence was observed for Silent Keys and U.S. Troops overseas.
Approval of Minutes :
The minutes from the April 6, 2003 on hardcopy was presented for approval. W8ISH moved to
accept minutes as presented. K9ZBM seconded. The motion passed by unanimous voice
vote.
Officers Reports:
Vice Chair W8ISH;
Selection of 2003 AOY will occur after meeting today.
Good turnout for July 2003 Technical Excellence Award presentation at the Indy Hamfest.
Five hams were nominated and Neil Rapp was selected.
Secretary WA0JTL;
The secretary requested updates on club information via application forms.
Good response to 2003 dues request. 18 clubs to date have paid 2003 dues of a total 33
listed.
Treasurer K9DUR;
K9DUR reviewed financials. Copy on file.
Balance of $2150.54.66. Spent $124.02 more than took in.
Motion made to accept the report by K9ZBM. K9ZX seconded. Motion passed by unanimous voice
vote.

Constitution
Nothing new to report
Bison Stampede
K9ZX provided a recap the September 27,2003 Bison Stampede. Special event stations
operated by HCARES on HF SSB. A copy of log was passed around for review. Seven QSL cards
to date have been exchanged.
WVARA will sponsor the 2004 Bison Stampede and will move the event from the Fall
to the Spring of 2004 and run in conjunction with Indiana QSO Party.
HCARES will ran the 2003 Bison Stampede as a Special Event Station only.
Awards
W8ISH 2003 AOY selection is today.
New Business
IRCC Dues
The financial status of IRCC has led to consideration of increasing number of clubs and/or
increasing dues to support yearly expenses. The major expense is award and at current rate
the IRCC would be depleted in 15 years. K9DUR suggested a corporate sponsor. W8ISH
suggested that a corporate sponsor would be good but IRCC would need to obtain
Not-for-Profit status.
K9ZBM suggests that most clubs charge $20 per year and that $15 per year for IRCC may
be acceptable.
After discussion, K9ZBM moved that IRCC increase dues from $7.50 to $10 per year starting
January 1, 2004. Motion passed by unanimous voice vote.
Spring 2004 Meeting Location
WA0JTL offered HCARES sponsorship for the Spring 2004 meeting on April 3, 2004, 2-4 PM in
Noblesville, IN.
Old Business:
Audit Committee
K9DUR request a meeting of the audit committee between January 1, 2004 and April 3,
2004.
2004 Audit Committee: K9ZX, K9ZBM, N9YNF.
IRCC Incorporation Status
KB9OME tried to contact without success the IRS employee that was suggested at the Fall
2003 meeting as a possible source of help and information on incorporation filing. KB0OME
did receive a packet of information and forwarded same to K9DUR.
Consultation with a lawyer will be needed. Preliminary information is that is will cost
approximately $1500 for a lawyer to file.
W8ISH suggested a web article on club incorporation based upon IRCC experience.
Membership Committee
Membership committee looking for ways to locate Indiana clubs, contact and recruit new
IRCC members.
One suggestion was to search through club web sites looking for additional club contacts.
K9ZBM offered information on 105 club listed by ARRL.
N9YNF suggested a club registration card at the Section booth during 2003 Ft. Wayne
hamfest. Offer for drawing of free one year IRCC membership. Suggestion passed by
unanimous voice vote. N9YNF to take care of details. Membership Committee: K9DUR, N9YNF,

Announcements
K9ZBM announced Emergency Communications Seminar on the Friday before the Ft. Wayne
Hamfest. See "www.acarts.com" .
K9DUR announced new club web site for CAARLA . "www.qsl.net/k9cat".
K9CAT's dream was to start a YLRL club in the area. The club started in January 2003.
WA0JTL announced that INARRL web site must move in the near future. Work in progress.
W8ISH announced that AOY Committee to meet after meeting. K9ZBM, K9ZX, KB0OME.
