The Spring Meeting was held at the Hamilton County EMA Office in Noblesville, Indiana.
Sponsored by HCARES club.

The meeting was called to order at 2:00 PM by Chair Vicki Rudicel (KB9OME).

A sign in sheet was passed and self introductions followed.

Roll Call:

A roll call was conducted via member list by the Secretary, WA0JTL using the current member information on file. Corrections and additions to the member list was requested. 10 clubs were represented at the meeting.

Moment of Silence :

A moment of silence was observed for Silent Keys and U.S. Troops overseas.

Approval of Minutes :

The minutes from the October 11, 2003 on hardcopy was presented for approval. KA9ZEE moved to accept minutes as presented. N9YNF seconded. The motion passed by unanimous voice vote.

Chair KB9OME
Articles of Incorporation: attorney to file for free. IRCC to pay a $30 application fee. KB9OME provided information for forms.

Vice Chair W8ISH;
Selection of 2003 AOY will occur after meeting today.

Nomination notice ready to be sent for the Technical Excellence Award to be presented July 10^th 2004 at the Indy Hamfest.

The AOY notice will be sent after July 10. The award will be presented at the Ft. Wayne Hamfest in November.

Secretary WA0JTL;
The secretary requested updates on club information via application forms.

Good response to 2003 dues request. 19 clubs to date have paid 2004 dues of a total 35 listed.

Discussion on creation of new flyers for handout at hamfests.

Discussion on alternatives to soliciting new member clubs.

Treasurer K9DUR;
K9DUR reviewed financials. Copy on file.

Balance of $2103.57.

Motion made to accept the report by K9ZBM. N9KT seconded. Motion passed by unanimous voice vote.

Audit
K9ZBM reported everything is OK and in order.

Constitution
Nothing new to report

Bison Stampede
WVARA will sponsor the 2004 Bison Stampede Special Event on May 1^st at their club station and operate on 2 HF bands. Contacting special event station in the Indiana QSO party will earn bonus points. A certificate will be available for contacting club station.

K9ZBM ARRL Update
EC010 online license class has begun.

ARRL responded to Wall Street Journal article on BPL.

Fall 2004 Meeting Location
W8ISH will check into sponsorship at an Indianapolis location.

Fall 2004 Elections
The four officer positions are scheduled for this election.

Directors scheduled for election in 2004 currently filled by K9ZBM and KB9MOH.

Nominating committee formed. Volunteers - KC9AOR, K9APR (chair), KA9ZEE.

Nominating committee to forward results to Secretary at least 30 prior to the Fall meeting to allow notification of member clubs.

Replacement Vote for Director
W9JUJ (SK) 2002-2005 director position replacement will be voted on this meeting.

K9DUR nominated N9KT for the replacement for the W9JUJ term. N9KT accepted the nomination. N9YNF move to close nominations. Unanimous voice vote to elect N9KT director for the balance on W9JUJ term.

K9ZBM reported everything is OK and in order.

Membership Committee
Addressed during Secretary report.

Announcements

K9ZBM announced IN section needs a P.I.C and a Technical Coordinator. Four qualities of applicants are 1) Leadership Skills, 2) Knowledge in area, 3) willingness to serve 4) availability to serve.Also, Dick Isely is looking for Assistant Division Directors in Southern IN.

N9YNF announced that the active Indiana EC's list will be updated and adjustments made to inactive EC's.
