The 2001 Indiana Technical Excellence Award was presented during the "IRCC" Forum at the ARRL Central Division Convention in Indianapolis on July 7, 2001
 

Dr. Stouder has been a member of the Hancock County Amateur Radio Club (HARC) for
several years. Also, during this time, he been on the Board of Education for Greenfield Schools.
He has used his contacts and knowledge of the schools and school personal to attract the
interest of high school and middle school teachers in Amateur radio. As a result, the Technology
Department Head now holds an Amateur Radio license, and several students from Greenfield
Central High School (GCHS) are now licensed Amateurs. Dr. Stouder has been instrumental in
getting a modern multi-mode radio station established at the school by using school funding,
HARC donations, and personnel from both organizations to assist in the construction and
assembly. Dr. Stouder has been responsible for establishing a school-HARC partnership which
now facilitates VE Testing and Ham Radio classes routinely at GCHS. As a result of Dr.
Stouder's efforts, a semester long technician class will be offered fall semester at GCHS, and
the Amateur Radio/Science Seminars will be extended to Greenfield Central Middle School.
Dr. Stouder is truly an Esteemed Ambassador of Amateur Radio.
